According to official announcement, Windows Phone 8.1 Update Emulators package comes with additional emulator images to existing installation of Visual Studio 2013 Update 2 or later. With the help of this update, you can create and test apps which will run on devices which have Windows Phone 8.1 Update. This Windows Phone 8.1 Update Emulators includes several installation packages of Visual Studio 2013 Update 2 or later. You can download Windows Phone 8.1 Update 1 SDK and Emulators for your Windows Phone devices.

You have to choose Windows Phone Emulator 8.1 Update according to your devices specification. The SDK 8.1 Update is available for all Windows Phone devices. To install this update, you must ensure that your device must have Visual Studio 2013 Update 2 or later installed, then click on "Download" button for MobileTools_EmulatorWP81GDR1.exe and after then select the option to "run" and follow the onscreen instructions.
